Newspapers laid out for sale 16. Wide of newspaper kiosk STORYLINE The mood remained one of defiance on the streets of Tehran even as Iran faced an almost certain referral to the United Nations Security Council, which can impose sanctions. On Friday, the 35-nation International Atomic Energy Agency (IAEA) board was meeting in Vienna for the second day to discuss a European draft resolution calling for Iran to be reported to the Security Council over concerns it is seeking nuclear weapons. Iranians maintained their country's right to nuclear energy, saying they could cope with sanctions against them. "Iran should have the right to benefit from nuclear technology," said university student Arash Nabizadeh. Dentist Husein Kamalzadeh said,""Europe and western countries will not benefit from possible sanctions on Iran because the conditions in Iran are not like the early years of victory of revolution (1979). We now have a long experience in confronting sanctions." Diplomats at the meeting said adoption of the resolution was certain, but Washington and the European Union, the key backers of referral, wanted to build as much support as possible. IAEA chief chief Mohamed ElBaradei on Thursday warned that the dispute over Iran's nuclear programme was "reaching a critical phase" as the referral of Tehran to the UN Security Council looked all but certain. The IAEA board was expected to approve the motion easily because Russia and China - which have veto power on the Security Council along with the US, Britain and France - now support reporting Iran following months of opposition. Protracted back-room negotiations were being held to achieve the broadest consensus possible. Iran has threatened to retaliate. In a last-minute warning, Tehran's chief nuclear negotiator Ali Larijani told ElBaradei that his country would severely curtail agency inspections and resume uranium enrichment if reported to the council.
